A model of a conducting "pseudospin ferromagnet" is proposed. It describes the interaction of electrons with coherent atomic displacements. Nonquasiparticle current-free states (pseudospinons) can contribute a component of the electron specific heat which is linear in T. The possibility of a restructuring of the spectrum near EF9 accompanied by the formation of a new energy scale of the Kondo-temperature type, is demonstrated.
